"The 1963 General Assembly authorized one additional senior position in the President's office to be primarily concerned with institutional studies. This officer will be the principal staff officer to the Advisory Council on Educational Policy as it engages in studies of the Charlotte Area and other studies arising from the growing complex of University relationships with institutions now existing and yet to be brought into existence. (Community Colleges). The funds for the position are appropriated and I propose that the title of the office be Vice President for Institutional Studies.

"Thirdly, there is the existing position of Vice President and Finance Officer which has been vacant since the death of William D. Carmichael, Jr. We hace known that this remarkable man could not be replaced in any literal sense and that some of the duties which he performed must be divided and others reassigned. Accordingly, I have waited, and consulted and sought to devise the wisest re-deployment given the changes that have occurred in the organization and indeed in the function of the University.

"Some months ago the Chancellors and I recognized the desirability of strengthening the institutional offices of development. Accordingly, Mr. Ray, Mr. Shaffer and Mr. Hamer carried forward their respective development programs assisted at all times by faculty, alumni, business leaders, and by my own office. Some activities which we class as University development are properly handled by the President, but we have sought greater emphasis, direction and initiative through the institutional alumni and development organizations. At the same time under the arrangement which I am now recommending, I propose to provide appropriate coordination of development activities especially where established foundations as valued and important benefactors are concerned.

"The legislative program is, of course, a primary responsibility of the President's office. With Chancellor Caldwell's cooperation, I am pleased to advise you that Mr. Robert Shoffner, successor to Mr. L. L. Ray as Development Officer at North Carolina State, will assist the President in legislative matters. Both Mr. Shoffner and I hope to have the assistance of the newly created Development Committee of the Board of Trustees which we will call into session within the near future.

"There are, as I have said, many important legislative matters besides budget requests. The higher education bill, the authorization and financing of a statewide educational television net work, the legislation affecting retirement benefits, are recent examples and I have by no means named all of them.

"We have been acutely aware of the insufficiency of administrative liaison with committees of the Board of Trustees and the unrealized opportunity for more active participation by individual Trustees in University affairs. We have, however, made a beginning, and we have recently revised committee organization. We hope to go further with this beneficial practice.

"The responsibility for overall direction of educational television within the University will continue to be lodged inthe President's office for some time. The establishment of a statewide network and the development of a sound and effective program of educational and instructional television are matters of great importance to the University and the entire state. It is also a formidable administrative task in itself.

"I have said that the number of important agencies of state and nation, private and public, that require capable notice and attention by the University have increased rapidly. These bodies, by virtue of their interest in universities and their ability to influence our strength, our standing, and our success, require the attention and sometimes participation by informed, responsible, and accredited representatives of the University administration. We do not practice or propose covering the whole range of organizations and associations; but we must look to our interest and our proper representation in the important councils of higher education and public policy.

"To do this and to perform the variety of duties which I have outlined, and some which I have not, we need a position of rank and standing occupied by a person of knowledge and ability for the purpose of general administration. I am recommending therefore that the title of the position of Vice President and Finance Officer be changed to Vice President for Administration.
