Chairman of the Board of the Association, presented to Chancellor John T. Caldwell and me copies of proposals relating to the name of our Raleigh campus and to the organization of this Board of Trustees. Both of these proposals came with the unanimous approval of the Board of Directors of the Alumni Association.

"In a subsequent conversation Mr. Aycock expressed the desire to meet with the Executive Committee of the Board of Trustees to discuss these proposals. I advised Mr. Aycock that the agenda for the immediate next meeting of the Executive Committee which would occur on January 10, was quite full and I therefore suggested that the alumni officers be heard by the Executive Committee at the succeeding regular meeting on March 13, or, of they desired, at a special meeting to be called for the express purpose of discussing these proposals. Mr. Aycock agreed and advised Mr. Reynolds of his concurrence.

"At the meeting of the Executive Committee on January 10, I recommented that the officers of the Alumni Association be granted the requested audience, and the Executive Committee promptly agreed. Mr. Arch Allen, Secretary of this Board and of the Executive Committee, notified Edmund Aycock that the Executive Committee would be pleased to hear the officers of the Association on March 13 at 10:30 a. m. in the Governor's office.

"On January 17, at Mr. Aycock's request, I mailed to each member of the Board of Trustees copies of the proposals which had been submitted to Chancellor Caldwell and to me.

"By letter of January 20, Mr. Aycock advised Mr. Allen that Mr. Roscue West, Vice President of the Alumni Association, would also participate in the discussion on March 13. This is the way the matter stands at this time.

"I should like to make two observations. First, I hope that both of these proposals will be fully debated and discussed by this Board at an appropriate time. Since the alumni officers requested an audience with the Executive Committee, the proposals will necessarily and apnropriately go to that group initially. The Executive Committee will no doubt examine both proposals thoroughly, hear from interested parties as necessary, and make its report to you for discussion and disposition one way or another.

"It is important that this procedure be understood and followed so that any action on these proposals will represent the judgment of this Board of Trustees as the responsible agency.

"The second observation I should like to make pertains to the role of the University administration in the consideration of these proposals. I take the view, and Chancellor Caldwell agrees with me, that these are policy matters to come before the Board of Trustees for action. The Chancellor and I will, of course, comply with any requests of the Executive Committee or the Board to assist your deliberations.

"You may conclude after study that the Board of Trustees should recommend action by the 1965 General Assembly requesting the proposals or that the Board take other appropriate action. Decisions reached by the Board on these proposals will, of course, be barried out by the Administrative officers, by the Chancellor and the President.

Statewide Television Development

"I am glad to say that after unexpected but unavoidable delays the University has filed petition for rulemaking respecting three television channels for which we hope to make application in due course. We are unable to say when the Federal Communications Commission will act upon the petition which was filed February 18, but we hope that we may soon move ahead with applications for construction permits. Issuance of the construction permit allows the first tangible step in a rather long and complicated process of activating a television channel. We expect to be able to reach the Asheville, Charlotte, and Elizabeth City areas, but because of the uncertainty attaching the actions of the Federal Communication
