NOW, THEREFORE, BE IT RESOLVED by the Executive Committee of the Board of Trustees that it hereby directs that a study be made of the educational needs of the State, taking into particular account the relevant educational needs of Mecklenburg County and the surrounding area; such study to be made in accordance with procedures heretofore approved by the Board of Trustees and incorporated into the laws of North Carolina.

Mr. Bryant moved that the above resolution be adopted. The motion was duly seconded and it was unanimously adopted.

EXECUTIVE SESSION

Staff of the Consolidated Office

President Friday outlined recommendations for certain changes and new appointments in his office which he proposed to present to the full Board on Monday, February 24. They are as follows:

1. Vice President for Academic Affairs

He recommended that the title of Dr. Donald B. Anderson be changed from Vice President for Graduate Studies and Research to Vice President for Academic Affairs. Dr. Anderson is the senior staff officer in all academic matters, undergraduate, graduate, and professional. He represents the University at many educational conferences and deals with academic questions on many boards and institutions. The present title is not accurate according to his function and the needs of the President's office.

On motion of Mr. Bryant, duly seconded, the change in Dr. Anderson's title was authorized.

2. Vice President for Institutional Studies

President Friday stated that the 1963 General Assembly authorized an additional senior position in the President's office to be primarily concerned with institutional studies, and he recommended that the title of this officer be Vice President for Institutional Studies, and that Dr. Arnold K. King be appointed to this position with a salary of $23, 000 beginning March 1, 1964.

Mr. Umstead moved that the appointment of Dr. King as Vice President for Institutional Studies be approved. The motion was seconded by Judge Mintz, and the appointment was unanimously approved.

3. Vice President for Administration

President Friday recommended that the position of Vice President and Finance Officer which has been vacant since the death of Mr. William D. Carmichael, Jr., be changed to Vice President for Administration, since it is not possible to replace Mr. Carmichael in any literal sense and since some of the duties which he performed must be divided and others reassigned. He recommended that Mr. Fred H. Weaver be promoted from Secretary of
