The Executive Committee of the Board of Trustees met in Special Session on February 23, 2964, at 4:00 P. M., in the Faculty Lounge of the Morehead Building on the campus of the University in Chapel Hill. The following members were present: Mrs. Lathrop, Mrs. Burgwyn, Messrs. Mintz, Hill, Barber, Bryant, Maynard, Wicker and Umstead; Billie Curtis, Assistant Secretary.

Also present were: President Friday, Vice President Anderson, Business Officer and Treasurer Shepard, Secretary Weaver, Chancellors Aycock, Caldwell and Singletary.

The meeting was called to order, and in the absence of Governor Sanford, Mr. Hill was elected to act as Chairman.

President Friday stated that at the meeting of the Board of Trustees on January 25, 1963, a report was adopted which recommended that the North Carolina General Statutes be amended to authorize the Board of Trustees to establish additional units of the University subject to applicable statutory procedures and other conditions specified at that time by the Board. The North Carolina General Statutes were amended so as to incorporate the procedure recommended by the Board. It was provided as a first step that the need for any new unit of the University be ascertained by a study of the area in which it is proposed to locate a new campus.

It has been generally agreed that the Charlotte-Mecklenburg area would be the first to be studied under the authorized procedure and the minutes of the Executive Committee meeting of July 8, 1963, include the statement that this area had been designated for study. Also, as heretofore explained, the study is now in progress, and as a matter of record, President Friday asked that the following formal resolution be adopted by the Executive Committee:

WHEREAS, the North Carolina General Statutes provide that whenever the Board of Trustees of the University feels that there may be a need for an additional campus or campuses of the University it shall direct that a study be made of the area in which it is proposed to locate the new campus; and

WHEREAS, it has been proposed that a study be conducted of Mecklenburg County and surrounding area with a view of establishment of a campus of the University at Charlotte College;
