Then in a few moments at the dying end of the session, it adopted a law which he did not see how any member of the Board could help but conclude was not only disadvantageous, but harmful, and could be disastrous. He felt that the law was an indication that the Legislature lacked faith in the Board of Trustees, faith in the University administration, faith in the faculties, and faith in the students or else it would not have undertaken to adopt the policy, but would have left it to the Board of Trustees. He further stated "we may have born and bred and educated a few Communists along with the thousands and thousands and thousands of loyal Tar Heels. Unfortunately, the mass media of communication has seen fit to publicize the views of those few and ignore the thousands and thousands of Tar Heels who have been educated by a faculty to the merit of Americanism and have had their faith in our democratic system confirmed, developed and strengthened, and have actually gone forth to lead and to win the battle against Communism.

"It seems to me that the University and the administration and the faculties have done, and then, after their experience here among those people, the students would be expected, as they have done, to go forth and be in the forefront of the cold war and the hot war against Communism.

"I think the only lack of faith that is actually justified is the lack of faith in this Board. I think the administration, I think the faculties, I think the students have earned and merited the faith of the people of North Carolina. It may be that this Board of Trustees has not. It may be that at times we have taken our election as an honorary award. It may be that there is some truth in some of the statements you hear around legislative corridors and in the rotunda that the Board of Trustees is a rubber stamp. I think though that those of us who have actually served, after a little while begin to realize that this is not true. Those of us who have finally become acquainted with what the Executive Committee does, what the Board has done and is doing, especially those who have served on the Visiting Committee, realize that the Trustees are actually attempting to guide - not run - but guide the University. And if the Legislature was aware of that, or if by our actions, the Legislature becomes aware of this fact of logic, then, I believe, they will return the policy making to the Board of Trustees.
