Report of Special Committee on Administrative Salaries

Mr. Hill, Chairman of a Special Committee appointed by the Governor "to explore the possibilities of obtaining additional funds for increased salaries of the Senior Administrative Officers" of the University, made the following report:

"1. Following several meetings of the Committee, I, as Committee Chairman, appeared before the Advisory Budget Commission on 22 October 1962 recommending and requesting material increases in salaries for Senior Administrative Officers. The Commission was most understanding of the competitive problems faced by the University but suggested that action be postponed until after 1 July 1963, increased salaries to be retroactive to July 1, 1963.

"2. A written report dated 16 August 1963 was made to the Advisory Budtet Commission repeating prior recommendations and requests. The Commission declined to give the Trustees Committee a hearing on the subject.

"3. Dr. William Archie, Director of the State Board of Higher Education, also made recommendations on 16 August 1963 concerning University salaries as a part of his recommendations on salaries for all fifteen state-supported institutions of university and college level. Dr. Archie's recommendations on salaries were the same as the Trustees Committee recommendations, but his recommendations on subsistence were slightly lower.

"4. The Advisory Budget Commission announced limited increases in certain Senior Administrative Officers' salaries which I understand are to be effective 1 July 1963. I am attaching a statement of salaries prior to July 1, Trustees Committee recommendations, and Advisory Budget Commission approvals made 16 August 1963.

"5. The increases recommended by the Advisory Budget Commission are not sufficient, in the opinion of the Trustees Committee, to place the University in a reasonably competitive position.

RECOMMENDATION: The Committee suggests that further consideration be given by the Advisory Budget Commission, looking toward major increases in Senior Administrative salaries.
