I. Staff Member. The faculty, administrative officers, and clerical force.

J. Stop. When required, means complete cessation of movement. When prohibited, means any stopping of a vehicle except when necessary to avoid conflict with other traffic or in compliance with the direction of an officer or traffic control sign or signal.

K. Street, Highway, or Roadway. The entire width of every way or place of whatever nature designed or marked by proper authorities for vehicular travel.

L. University. Unless otherwise provided, the University of North Carolina at Greensboro.

M. Walk or Walkway. A way designed for or marked by proper authorities for the exclusive use of pedestrians, whether along a street or roadway or not.

Section 2. The provisions of these regulations shall apply to the drivers of all vehicles, whether public or private, and they shall be in force twenty-four (24) hours a day, except as herein provided. It shall be unlawful for any driver to violate any of the provisions of these regulations, except as otherwise permitted in the regulations or by the General Statutes of North Carolina.

Section 3. The driver of any vehicle shall obey the lawful instructions of any peace officer and of any official traffic sign or control device applicable thereto placed in accordance with the provisions of these regulations, unless otherwise directed by a peace officer. Whenever a particular section does not state that signs are required, such section shall be effective without signs being provided. The administrative officers of the University shall have authority to cause the signs, signals, and markings necessary to implement these regulations to be erected, established, and maintained.

Section 4. No person shall without lawful authority attempt to or in fact alter, deface, injure, knock down, or remove any official traffic control sign or device or any inscription, shield or insignia thereon, or any other part thereof.

Section 5. The Chancellor, in acting pursuant to the authority vested in him by these regulations, shall exercise his discretion and authority in such a manner as to insure the proper conduct of the necessary business of the University and the effective utilization and control of the available parking areas and facilities on the campus of the University for the benefit and maximum convenience of visitors, students, and staff members.

ARTICLE II. STAFF PARKING PERMITS

Section 1. Every staff member of the University who owns or operates one or more motor vehicles on the campus of the University is hereby required to register every such vehicle with the administrative officer of the University designated by the Chancellor.

Section 2. Registration of such motor vehicles shall be accomplished at the beginning of the fall semester of each year, or when any person first becomes a staff member of the University and at the beginning of the fall semester of each year thereafter.

Section 3. In the event that a motor vehicle is not owned or operated on the campus of the University by a staff member at the time prescribed in the preceding section for the registration of motor vehicles on the campus of the University by a staff member, such motor vehicle shall be registered within forty-eight (48) hours after its acquisition.

Section 4. Upon application by the staff member owner or operator of one or more motor vehicles, and upon payment of a parking privilege fee not in excess of $5. 00 established by authority of the Chancellor for each vehicle registered, the administrative officer designated by the Chancellor shall issue a serially numbered parking permit for each vehicle to be registered, indicating the academic year for which the parking permit
