Mr. Umstead, Mr. Smith, Mr. Rowe, Mr. Cooper, Mr. Ferebee, Judge Riddle, Mr. Yarborough, and Mr. Pearsall, the chairman, met many times with faculty members, with the Chancellors, and with members of our staff seeking the wisest course of action. Their recommendations concerning the University were reported to you and were approved by you on January 25.

The major decisions you have made, then, are these:

1. The acceptance of the statutory definition of the University which provides for the concept of one state institution functioning in several geographical areas of North Carolina.

2. The acceptance of a statutory procedure which places on this Board of Trustees the responsibility to determine the need for additional campuses, and the authority to initiate these studies rests initially with this Board.

3. In projecting the program of the University in the spirit of these two decisions, you have authorized the following changes internally:

a. The Greensboro campus will move toward full University development and its admissions policies will be changed to provide for the acceptance of qualified men on a commuting basis. (Work and study is now in progress looking to the implementation of this decision.)

b. The Raleigh campus will develop an undergraduate program in the liberal arts as a companion to the liberal science degree you have previously authorized. (And here faculty committees are at work and recommendations will soon be forthcoming.) The Raleigh campus is to be our technological center; therefore, graduate work in the liberal arts is not now contemplated there.

c. At Chapel Hill a limited number of freshman women will be admitted to the music and fine arts programs, and this change is now being implemented.

d. Now having the full responsibility for doctoral programs, all three campuses, under the guidance of the University Graduate Council, will be concerned with the problem of graduate instruction in other areas of North Carolina. Considerable discussion is taking place within our office and with the Board of Higher Education on this point.

In the implementation of this total program, further steps must be taken soon to insure sound progress. It is clear that thoughtful and careful study should now be given to the total program of the University. We should examine the traditional allocation of functions among the institutions. We must concern ourselves with University expansion under the specific requirements that are now a matter of law. Our relationships to other institutions, particularly on such matters as the transfer of students from community colleges to one of our campuses, must be studied. We shall continue to be concerned with growing enrollments, student costs, faculty procurement and compensation, and above all, the quality of all that we undertake.

Some of these matters will require the active participation of faculty members, Trustees, and administrators, and the proper vehicle for this participation will soon be established. More staff assistance must be provided to insure thorough and careful development, and time to think about these issues is essential for wise action.

As the legally constituted agency, you, as the Trustees, have the responsibility for establishing the broad policies for the growth and development of the University under the delegation of authority that has been given you.
