Oscar Wendell Dillon, Jr., has declined the offer to become an Associate Professor of Engineering Mechanics at annual salary of $11,000 effective September 1, 1963.

Citation for Mrs. Penn

Chancellor Caldwell requested the endorsement of the Executive Committee to the following citation to be presented to Mrs. Betsy Penn:

A CITATION OF APPRECIATION TO
MRS. BETSY PENN

For her magnificent and heartfelt encouragement of the 4-H Club movement by a generous gift of land and funds to make possible a beautiful camp which will serve to enrich the lives of countless youth and make them happier, more productive, and more effective citizens.

From the trustees, officers and staff of North Carolina State College of Agriculture and Engineering of the University of North Carolina and its Cooperative Extension Service. This the 15th day of May, 1963."

The citation was given unanimous approval.

Headship of Physics Department at State College

Chancellor Caldwell asked for tentative approval to negotiate with Dr. Dudley Williams for a position as Head of the Physics Department. He pointed out that in order to get Dr. Williams it would be necessary to pay a salary beyond the present salary scale, and he asked for approval to negotiate with outside sources with a view to supplementing the salary. Mr. Pearsall moved that tentative approval be given to this proposal. The motion was seconded and it was adopted.

Woman's College

The following report and recommendations were presented by Chancellor Singletary, and they were unanimously approved:

Dr. Olivia Abernethy as College Physician at annual salary of $13,500 on 12 monfhs basis, effective July 1, 1963. Born in Lenoir, North Carolina, 1913. Single. Education: B.A. University of North Carolina 1935; M.D. Medical College of Virginia 1940. Experience: 1942-56 Private practice in Elkin, North Carolina; 1957- Staff Physician, University of Alabama. Interviewed by: Chancellor Singletary.

Gilbert F. Carpenter as Professor and Head of the Department of Art, with professorship carrying permanent tenure, at annual salary of $12,500 on nine months' basis, effective September 1, 1963. Born in Billings, Montana, 1920. Married. Two children. Education: 1942, B.A. Stanford University; 1945-56 Attended Ecole des Beaux Arts, Paris, under TWCA program, U. S. Armed Forces; 1948-50 Courses with Jean Chariot, Stanton MacDonald Wright, and Max Ernst at University of Hawaii; 1950-54 attended
