"The Commission recommended an "A" Budget which will permit growth consistent with present standards at our three institutions. This budget permits an enrollment increase for the three institutions totalling 2, 182 full-time equivalent students by the second year of the biennium 1963-65. This accords with our own estimates, and there is little doubt that this increase in enrollment will be realized.

"As you know, in the "B" budget we assigned first priority to obtaining additional resources for faculty salaries. I am pleased to report that insofar as the academic faculties are concerned our requests were granted. We are grateful for the increases recommended. These funds would make us more competitive in our region and nationally, though we shall not be at the top in faculty salaries.

"The requests we submitted for the purchase of books were approved by the Budget Commission and recommended in full for each of the three campuses. We are most grateful for this splendid support.

"In the area of Capital Improvements, the Budget Commission recommended badly needed facilities, and I should like to list what has been done for your information:

University at Chapel Hill

"In the area of Health Affairs, $2,500,000 has been recommended as the state's share in the proposed expansion of the Division of Health Affairs. An additional $155,000 to renovate the ground floor of the School of Medicine building is also provided.

"On the main campus, recommendations were made for funds for the renovating and some air conditioning of Wilson Library, for an undergraduate library, an addition to and alteration of Davie Hall, renovation of Phillips Hall, an addition to Wilson Hall, funds for a new cafeteria, the auditorium addition to Woollen Gym, and funds to purchase land. The total for Chapel Hill is a little over nine million dollars for Capital Improvements.
