The Board of Trustees of the University of North Carolina met in regular session in the Hall of the House of Representatives, State Capitol Building, in Raleigh, at 11:00 o'clock, A.M. , on Monday, February 25, 1963.

In the absence of Governor Sanford, Mr. Frank Taylor was elected to preside; Arch T. Allen Secretary.

The meeting was opened with prayer by Judge Rudolph Mintz.
