Mr. Victor Bryant moved that the plan be approved and he made the following statement in connection therewith:

"I. This is probably the most important meeting of the University's Board of Trustees since the one at which University Consolidation was approved in 1931.

II. Background of Consolidation.

"A clear understanding of this plan now presented to us requires a quick look at the background of Consolidation. In 1931 three unrelated state-supported institutions of higher education were consolidated into one university - The State College of Agriculture and Engineering at Raleigh, the Woman's College at Greensboro, and the University of North Carolina at Chapel Hill.

"O. Max Gardner was then Governor, and it was during his administration that economic conditions became worse over the entire country. The Governor was forced to cut faculty salaries at these institutions in order to prevent a deficit in the State's budget.

"Reasons.

"1. Economic survival

2. A far-sighted effort to provide the State with a University which might meet the needs of the State, at least for the time being. This was a bold step which was later to enable our State to keep its University open when every bank in the United States closed its doors and the wheels of the American commerce ground to a temporary halt on March 10, 1933.

"III. It is a fair concept to ask what consolidation has meant.

"Since questions have been raised as to the necessity for continued Consolidation, and since the plan presented to you today contemplates that these three institutions will each be universities welded together in one consolidated university for all time to come,
let us divide the question. What has it meant

A. To the three (3) units of the University?

B. To the State of North Carolina?
