Sources of Income.

Income shall accrue to the Residents' Fund from the sources listed below. It is accepted that members of the intern, assistant resident, and resident staff are full-time members of the University and consequently are not permitted the privilege of seeking employment or obtaining income from sources outside the University except in purely personal pursuits which are in no way associated with their primary duty to the University. Consequently, it is further agreed that all professional work performed, voluntarily or upon assignment, shall be considered as part of their University responsibility and income from such activities shall accrue to the Residents' Fund and not to the individuals concerned as direct personal income.

Money for deposit to the Residents' Fund may be earned from the following sources:

1. Professional care of "service patients" covered by Blue Shield insurance.

2. Professional care of "service patients" covered by commercial insurance or other agencies.

3. Professional services rendered to the University Infirmary, local health departments, other health organizations, or any groups requiring the part-time assistance of a physician of house staff rank.

4. Special teaching duties in any unit of the Division of Health Affairs, general University, or outside agency.

5. Fees accruing from insurance companies or lawyers, subpoena fees and other possible gratuities for supplying official medical information concerning North Carolina Memorial Hospital "service patients."

6. Gifts designated for the Residents' Fund.

Method of Obtaining Income.

The hospital will be charged with the responsibility of keeping all records necessary to collect insurance and other patient care fees. In cases of education or other outside professional services, the agreement, written or verbal, committing the service, should contain instructions for reimbursing the Residents' Fund. Checks inpayment for the above services should be made payable to the "Residents' Fund University of North Carolina" to avoid income tax involvement and to insure deposit into the proper account. These will be deposited to the Fund by the hospital cashier. Should checks be made out to an individual, they should not be cashed by the individual but endorsed directly to the Residents' Fund. Payments in cash should be turned over to the hospital cashier to be deposited to the Residents' Fund. A receipt will be given. Income received from either voluntary or commercial insurance companies for both hospitalization and professional service will be so credited to that individual's account that the hospital bill will be paid in its entirety and the remainder then transferred to the Residents' Fund. It is understood that all possible efforts will be made to obtain full payment of the hospital bill from other sources before such transfers are effected.

Funds which may be paid to the Private Patient Service but which should be credited to the Residents' Fund shall be transferred by endorsement or by requisition to the Residents' Fund.

Any income derived from social activities sponsored by and for the House Staff Association shall not be considered as within the framework of this document.

Authorized Expenditures.

The following uses of the Residents' Fund are authorized:
