for continued departmental development. Nevertheless, it is recognized that situations will arise in which, because of an increase in departmental responsibility or the necessity for a particularly able man, a department without sufficient available funds in its current budget may be in need of temporary aid. For a period, therefore, never to exceed two years in succession for a single individual, such funds as may be needed in excess of 50% of his annual salary may be supplied from this fund.

(7) To equip and maintain laboratories for departmental research when other funds cannot be obtained.

(8) To be used for occasional unusual demands needed for the development of a department and not budgeted elsewhere.

(9) Social security tax and contributions to retirement plan and insurance plans which are not otherwise provided by law.

(10) When, after C(1) through C(9) have been satisfied, a balance has accrued in a particular Departmental Operational Fund equivalent to one-half the annual expenditure from the Operational Fund of that Department, the excess above this amount shall at the end of a fiscal year be transferred to the Medical School Trust Fund.

D. Review.

At the end of each two fiscal years or at the request at any time of the University Administration or the Dean of the School of Medicine, this document relating to the Medical Service Plan shall be reviewed and necessary revisions made.

The President of the University is authorized to establish allowable ceilings on total salary of members of the faculty of the School of Medicine which arise from State appropriated funds, from income from clinical practice, and from other professional activities, provided that in no case shall the total salary exceed $30,000.

Pursuant to the foregoing authority, the members of the faculty of the Medical School shall be paid salaries within the following ranges:


Professor and Chairman $15,000 - $30,000
Professor $11,000 - $27,000
Associate Professor $8,000 - $25,000
Assistant Professor $6,000 - $19,000
Instructor $4,500 - $15,000

Funds to pay salaries within these ranges may come from State appropriation, from the departmental operating funds of the Private Patient Service, or from research or training grants. The amounts paid from each source should reflect insofar as possible the distribution of the faculty member's assigned responsibilities for the fiscal year.

Except for faculty positions with major administrative responsibilities, other than departmental chairmanships, that portion of a faculty member's salary for teaching, research or patient care, which may be paid from State appropriated University funds shall not exceed the following limits:


Professor and Chairman $18,000
Professor $15,000
Associate Professor $12,500
Assistant Professor $9,500
Instructor $7,500

Section 2-4 Part-Time Clinical Faculty, School of Medicine

To aid the instructional and service program of the Medical School and Hospital, it will be necessary to utilize the services of many physicians in the state on a part-time basis. Accordingly, it is proposed that the part-time staff be selected by the same criteria as the full-time staff
