insurance of such a patient is inadequate to satisfy his hospital costs, based on the most recent Hospital statement of reimbursable costs, a portion of the professional insurance collected for that particular patient may be allotted to the hospital by the department concerned to pay the deficit.

(3) All other funds acquired by an individual or a department not related to honoraria or royalties and earned in the performance of professional duty but not collected by the Private Patient Service shall be deposited in the particular Departmental Operational Fund.

(4) Funds from state or federal appropriations to other areas earned by an individual or a department in teaching, service or in similar activities, gifts, teaching grants and research grants when permitted by the donor, shall be deposited in the particular Departmental Operational Fund or, with approval of the Dean under unusual circumstances, into the Medical School budget as a special trust fund for that department.

B. Expenditures

(1) All monies collected in category A(1) and A(2) shall be at the end of each month be assessed the actual cost of accounting and clerical work requisite to handling collections and charges for professional services rendered by the staff and such other expenses incident to professional clinical services. These costs shall be prorated according to gross income and paid by each department according to its share of the gross income. 7.5 percent of funds remaining shall be transferred immediately to the Medical School Trust Fund. The residue shall be transferred to the particular Departmental Operational Fund.

(2) 7.5 percent of all monies earned in category A(3) after deduction of costs and with the exception of those derived from state or federal appropriated funds shall be deposited in the Medical School Trust Fund as they are received. The remainder along with those funds from state and federal appropriations shall be deposited in the particular Departmental Operational Fund.

(3) Funds received in category A(4) shall be deposited directly into the particular Departmental Operational Fund and not be subject to the assessments as described in B(1) and B(2).

C. The Departmental Operation Fund

After satisfying the assessments B(1) and B(2), the Departmental Operational Fund shall be used to pay those professional expenses which are requisite to the practice of medicine:

(1) Professional liability insurance.

(2) License and privilege tax.

(3) Expenses incurred incident to attendance at professional meetings in accordance with the general University scale.

(4) Health-accident insurance (income from which is to be deposited in the Departmental Operational Fund, as long as the individual is associated with the University).

(5) Medical society dues in accordance with departmental policy.

(6) Payments to members of the department of the approved portion of the annual compensation relating to clinical practice. In no case, however, will more than 50% of the total salary of any individual be paid from Clinical income for a period of more than two consecutive years. To permit more than 50% of salaries to be derived permanently from Clinical earnings would abrogate the responsibility of the University, and would likely jeopardize the support of new faculty members for that department in the future. It would furthermore place even greater emphasis on the need of clinical earnings
