The President, within the framework of the regulations of the Board of Trustees, shall prescribe the specific duties and assignments of the principal officers reporting to him. He also may establish and define the duties of all-University councils and committees to advise and assist him in the execution of his duties.

In carrying out his duties, the President shall be assisted by his staff officers and by the Chancellors of the three component institutions. The following staff officers shall report to the President: The Vice President for Graduate Studies and Research, the Finance Officer, and the Business Officer and Treasurer.

(d) REPORTS OF THE PRESIDENT

The President shall prepare and submit to the Board of Trustees an annual report to correspond with The University's fiscal year, and such special reports concerning The University of North Carolina as he may deem wise and as the Board may require.

(e) SUBMISSION OF INSTITUTIONAL BUDGET

The institutional budget shall be transmitted to the Board of Trustees or the Executive Committee by the President at least 10 days in advance of its submission to the Advisory Budget Commission.

SECTION 3-2. THE VICE PRESIDENT AND FINANCE OFFICER

The Vice President and Finance Officer shall be appointed by the Board of Trustees, on the recommendation of the President and shall serve as the staff officer to the President on programs to plan and procure adequate financing through legislative appropriations, student tuition and fees, auxiliary enterprises, foundation grants, endowments, gifts and bequests; and otherwise to insure provision for the continuing and broad research, teaching, publications and service programs as planned by the faculties and administration of The University and its component institutions and recommended by the President and approved by the Board of Trustees. He shall assist the President in his relationships with and presentations to the Board of Trustees, the General Assembly, the Advisory Budget Commission, Budget Bureau officials, and the public.

SECTION 3-3. THE VICE PRESIDENT FOR GRADUATE STUDIES AND RESEARCH

The Vice President for Graduate Studies and Research shall be appointed by the Board of Trustees, on the recommendation of the President, and shall be a person of professorial rank. He shall serve as the staff officer to the President on educational affairs of The University and its components. He shall be responsible for over-all coordination, planning, and direction in graduate studies and research in all University components. He shall continually review the educational offerings and activities on the three campuses, in order to advise the President whether or not the principle of allocated functions is being adhered to, and to encourage the building of complementary strengths at each institution and among the three institutions. He shall assist the President in his relationships with and presentations to the Board of Trustees, the General Assembly, the Advisory Budget Commission, Budget Bureau officials, and the public. He shall act for the President in the latter's absence.
