Division of Health Affairs - Proposed Amendment to Rules, Regulations and Policies (as Revised to April 10, 1961).

Section 2-9: House Staff Members
Subsection B. The Residents' Fund
Subparagraph: Authorized Expenditures (page 36)

Amend this subparagraph by adding a new item to be numbered 9, as follows:

"9. Payment in whole or in part of basic salaries or salary increases to members of the Intern and Resident Staff under circumstances which may warrant such a procedure in the judgment of the Chiefs of the Clinical Services, the Hospital Director and the Dean of the School of Medicine."

The above report and recommendations of Chancellor Aycock were unanimously approved.

William A. Whitaker Estate

Chancellor Aycock also presented the following resolution and requested its adoption:

WHEREAS, William A. Whitaker, a graduate of the University of North Carolina, Class of 1904, died on February 28, 1960, having made numerous lifetime gifts and testamentary bequests to the University, and having named the University as beneficiary of The William A. Whitaker Foundation, created by his Will, for scholarship, Library and museum purposes; and

WHEREAS, the Executors of his Will, Edward G. Clark, Jr., and The Chase Manhattan Bank have presented to the Surrogate's Court of New York County for judicial approval, their Final Account of Proceedings as Executors dated August 28, 1962, a copy of which has been examined by University representatives and found to be in order;

Now, therefore, be it RESOLVED, that this Board does hereby record its abiding appreciation of the generosity of the late William A. Whitaker, whose Foundation alone has received or is receiving from the Executors, as shown by their accounts, in excess of One Million seven hundred thousand dollars.

FURTHER RESOLVED, that this Board does hereby ratify the act of Chancellor William B. Aycock in informally approving such accounts, and records its appreciation of the Executors' faithful execution of the wishes of a loyal alumnus of this University.

BE IT FURTHER RESOLVED that the Secretary of this Board is hereby directed to forward a copy of this resolution to the following relatives of the late William A. Whitaker: Mr. Lyman B. Whitaker, Class of 1911, and Mr. John C. Whitaker, Class of 1912, brothers; Mrs. Grace Whitaker Kehaya, sister; and Mrs. George B. Whitaker, Sr. , widow of a deceased brother, Class of 1915.

Mr. Umstead moved that the foregoing resolution be adopted. The motion was duly seconded and the resolution was adopted by unanimous vote.

In the absence of Chancellor Caldwell who was attending a meeting in Washington of the Association of State Universities and Land-Grant Colleges
