As the rainy season has already commenced at Cape Foulweather, and as there is no time during the Winter when the work can be prosecuted without considerable injury to the quality of the work. I deem it a matter of great importance that the commencement of the work should be deferred until next Spring, so that the foundation of the building can be laid without injury from the weather.

I am now building a tramway at Cape Foulweather for the purpose of landing all the materials at that place, thus avoiding the hauling from Newport to the Cape, which is altogether impracticable at this season of the year.
