The question arises whether I can in open market or as most private parties do in building, get info bids & make an agreement with the lowest responsible bidder to do the work under my supervision, when I can get the work done well & more economically. The tower I should much prefer to build myself, but the Dwelling I believe would be about as well built by contract & at a much lower figure. The Eight Hour law alone adds one-fourth to the expense of Labor at Light Houses, which are distant from the homes of the men & where there would be no inducement for them to work for any less on acc't of the reduced length of the day. I have written a letter, a copy of which is enclosed, to all the bidders on the Cape Disappointment Dwelling, a copy of which I sent with the enclosed letter to Mr. Ben Simpson, Yaquina Bay, who spoke to me sometime since about employing an Architect to make an estimate on the building as soon as plans & specifications were settled. As the result of all my inquiries these are the only parties I have heard of who would be apt to bid on the work if advertized. The diff- (263)
