to be opened at a special meeting of this Board to be called
by the Secretary not later than the first Tuesday in February
1904.
That said Building shall be located in the South West
part of the University grounds un the direction of a
Building Committee.
That E.J. Jones as Chair man J.M.
Welch W.E Bundy. H.O'Bleness [inserted] V. C. Lowrey [end inserted] and T. R. Biddle shall
constitute such Committee,who shall have power to employ
an architect,and perform such other acts as maybe necessary
[inserted] Library
Building- [end inserted] in the erection of said building , the west line of the
proposed building shall be on a line with the Westwall
of Ewing Hall, and the front of said building to face
the east" and moved its adoption,which motion was
duly seconded ,and the yeas and nays being demanded
a call of the roll was hand and the following vote was
taken to wit: Yeas ,Ellis, Lowrey_ Jewett, Hamblin, Davidson,
Lene. Fenton, Jones, Welch- Bundy- Wood. Whiley. Coultrap
Blackstone, Foster and O'Bleness yeas- 16 nays- none, and
thereupon the Chair declared that said resolution
had been unanimously adopted by all of the members
present at this meeting of the Board and being alegal
quorum of said Board.

Certificates
attached to
Plans and
Specifications [end inserted] Mr Welch moved that the Board
now proceed to sign the certificates attached to the
plans and specifications prepared by Frank L. Packard
Architect of said new Library building which motion was
duly seconded and adopted, and thereupon the members of
the Board signed said certificates.
Mr Jones offered the following
resolution to wit:
[inserted] Chair of
Forrestry [end inserted] "In due recognition of the great importance
of forests ,and in view of the facts that the forest area of
our state is constantly decreasing, and nothing worth mentioning
is done to check the devastation of woodlands , and feeling
that our people stand in need of information in all branches
of forestry, be it Resolved ,that we now proceed to fill
the Chair of forrestry (which was created two years ago)
