By unanimous action, we employed Architect Frank L
Packard, of Columbus Ohio, to draw up the plans and
specifications of the proposed building, he to receive the usual
Commission in such cases. The contract entered in to
between your Committee and Mr Packard is presented
in connection with this report.
Plans have been, [inserted] made [end inserted] and specifications drawn up, for a building
ample in our judgment , to meet the wants of the Normal
College for years to come.
These make provision for a slightly
and [?commodious?] building constructed in such manner
and of such material, as to insure solidity of structure and
economy in expense.

Building [end inserted] It is in our opinion, not practicable, owing to the limited
amount of money at our command, to attempt the
construction of thw whole building at this time. The
Central portion can be put up and made read for use not
later than August 1903; and that portion, when completed,
will afford accomodations for the Normal College and the
Library of the University until our financial condition will
warrant the erection of the wings. We recommend
that your Building be empowered to advertise at once,
for bids for the construction of the central portion of the
building as shown in the cut; to reject any
bid or all bids; to accept the bid which, in its judgment
is best; and to enter into a contract with the successful
bidder whereby the completion of the building will be insured
not later than August 15th 1903. It is the thought of your
Committee that little more in the way of construction
that the foundation be attempted prior to the spring of 1903,
and that the work thereafter be pushed just as rapidly as
circumstances will permit. It is our conviction, also, that
the necessary funds for the erection of the building, as herein
recommended, will be available, and that it will not b necessary
to incur any indebtedness in coarrying out the plans of
contract and construction herein set forth. As to the proper
