Kosciusko, Miss, April 3 1876

Hon. J. M. Stone Governor of Mississippi,

Dear Sir,

I learn that Capt. A. M. Rafter of Sollis, in this county, is an applicant for the appointment of State Superintendent of Public Education. I take the liberty to recommend him to you as a man who I think worthy, and competent to fill the office. He bears a good moral character, has good attainments as a scholar and has had considerable experience as a teacher. He at one time bore some part (perhaps that of associate editor) in conducting an agricultural journal in our state. He belongs to the Democratic Party. I hope his claims to the office will be duly considered.
