To His Excellency, Gov. Humphreys Jackson Missi.

Dear Sir We will be compelled to have an assessor Receiver & Cotton weigher for this point, Neighborhood, & County. and I respectfully ask & recommend that Mr Edwin P. Byrne - a Merchant and proprietor of a Wharf Boat located here be appointed. If a bond is required he can give it.
