Forest Mississippi, Sept. 15th A.D. 1866

His Excellency Gov. Humphreys,

Dear Sir,

If upon reflection, and consultation with the Attorney General, you should be of opinion, that an addi-tional proclamation should be issued, requiring those persons, who had received advances from the State to pay the same, in gold & silver or in the treasury notes of the State, which seems to be a condition precedent to the said Cotton bonds, you will have ample time to issue the same, & reinstitute suit & have process served before the December Term 1866. I think no process has yet issued on the suits I brought & the cost upon them is little or nothing, and I will cheerfully take the trouble of re-writing the declarations if you think it advisable, whether or not I ever
