We do hereby certify upon our honor that Dr J M Randall is a resident citizen of the county of Oktibbeha State of Mississippi and has been for 3 years last past. and that he is a sober and reliable man and one in our opinion well qualified to discharge the duties of a dispenser of spirituous liquors for medical purposes

I J M Randall having been appointed by the Gov=ernor of the State of Mississippi an agent to dispense Spirituous liquors in the county of Oktibbeha for medicinal use do solemnly swear that I will without fear favor or affection dispense all spirits placed in my hands or which may come within my control in strict accordance with the law under which my appointment is made and without any evasion subterfuge or chicane of any sort

The State of Mississippi Oktibbeha county

Know all men by these presents that we J M Randall J,, F,, Harrington J. E. Vaughn & John Henry are held and firmly bound unto the State of Mississippi in the sum of [gap] Dollars to the payment of which well and truly to be made and done we bind ourselves our and each of our heirs executors and administrators jointly and severally firmly by those pres=ents. Sealed with our seals and dated this 20th day of February A. D. 1865

The condition of the above obligation is that if the above bound J M Randall shall faithfully discharge the duties of a dispenser of Spirituous liquors in said county and to account for and pay over to the said State all money arising from the Sale of all spirituous liquors comining into his hands as such dispenser and properly dispose of all spirituous liquors placed in his charge and on the termination of his agency as such dispenser to deliver to said State all liquors that has not been previously disposed of sold or lawfully disposed of then the above obli=gation shall cease otherwise it shall re=main in full force and virtue in law
