The State of Mississippi Wayne County

We P. H. Napier Probate Judge Angus Taylor Sheriff and W. S. Davis Clerk of the Circuit and Pro-bate Courts of said County, do hereby certify upon our honor that, Isham C Moody is a resident Citizen of the County of Wayne aforesaid and has been for about one year last past, and that he is a sober and reliable man, and one in our opinion, well qualified to discharge the duties of a dispenser of spirituous liquors for medical purposes.
