We do hereby certify upon our honor, that James L. Hancock is a resident, Citizen of the County of Rankin, and has been for ^10^ [?] years last past, that he is a sober and reliable man, and one in our opinion, well qualified to discarge the duties, of a dispenser of spiritous liquors. for medicinal purposes.
