To the Worshipful Justices of the Hustings Court of the City of Richmond. We the undersigned respectfully represent to the Hustings Court of the City of Richmond that, we have known for some time Scott Clarke a free negro emancipated under the will of Thomas P. Taylor. We know him to be a man of good character sober, peaceable, orderly and industrious, and believe that he is a good citizen in his sphere of life. POWHATAN COUNTY, To wit: I, William S. Dance, Clerk of the County Court of Powhatan aforesaid, do hereby certify, that in conformity with the within copied order Scott Clarke a Free Negro man, the bearer hereof, was this day registered in my office, as the law directs, and is of the following description, to wit: About the age of thirty nine years, of a yellow complexion, about five feet ten inches high, has a small scar in the edge of the Hair on the forehead, and was emancpated by a decree of Chesterfield Circuit Court in virtue of the Will of Thomas C. Taylor decd recorded in Powhatan County Court. and is numbered Seven hundred and fifty three In testimony whereof, I have subscribed my name, and affixed the seal of the said County Court hereunto, this 3rd day of April one thousand eight hundred and fifty five. In Powhatan County Court April the 2d 1855 It is ordered by the Court that the Clerk of this Court register Scott Clarke a free Negro man who was emancipated by a decree of the Circuit Court of Chesterfield on the 9th day of June [1853? 1852?] (which has been affirmed by the Court of Appeals) in pursuance of the Will of Tho. O. Taylor dec'd recorded in this Court the 2d day of Feby 1835 & furnish him with a Certificate of such Register and a copy of this order as the law directs. A Copy Teste Wm: S. Dance C
