We the undersigned, Inhabitants of the City of Richmond,
being entirely satisfied that Philip Hembro Gallego
(a man of colour) lately emancipated by his Father,
is a young man of good and unexceptionable character,
do most respectfully entreat the Honble, the
speaker and members of the Senate, that they may be
pleased to reconsider their vote, rejecting the bill
passed by the House of Delegates, authorising the
said Philip to remain within the limits of this
Commonwealth, and that the Honorable Body now
addressed by the undersigned, may also be pleased to
concur with the House of Delegates, in enacting the Bill
passed by that Honorable Body.

Philip Hembro Gallego is the only
child of his Parents; now considerably advanced in
years. The have acquired by honest industry, property
of some value, and in the opinion of the undersigned,
it is just, that their only child would after
the death of his Parents enjoy that Property.
